UK Faces Fresh Uncertainty Over Rosebank and Jackdaw Oil Projects

Two of the UK’s most closely watched North Sea energy projects are once again facing uncertainty, putting billions of pounds of planned investment and the future of domestic oil and gas production under scrutiny.

Rosebank, an oilfield west of Shetland, and Jackdaw, a gas project east of Aberdeen, had previously received development approval. However, those consents were overturned after legal challenges highlighted the need to account for emissions produced when the extracted oil and gas are eventually burned. New applications were submitted in 2026, and the projects are now undergoing a fresh regulatory process.

The stakes are significant for their developers, particularly Equinor and Shell. Industry estimates put the combined investment associated with Rosebank and Jackdaw at around £10.8 billion. Rosebank alone represents approximately £8.7 billion of private-sector investment, while Jackdaw is valued at about £2.1 billion.

Equinor CEO Anders Opedal has warned that rejecting the projects would represent a major setback for the company's UK North Sea operations and could make Britain less attractive to future energy investors.

The government, however, faces competing pressures. Supporters point to energy security, investment and employment, while environmental groups argue that approving new fossil-fuel production conflicts with the UK's climate commitments.

With the regulatory decisions still pending, Rosebank and Jackdaw have become more than individual oil and gas projects. Their outcome could influence how energy companies assess the UK's investment environment and how the country balances domestic production with its transition toward cleaner energy.
